What did Warren G. Harding mean by “normalcy”? Is that a good term to describe the 1920s?

There is no such word as "normalcy." What Harding meant was that the US could now return to normal lives and work and play because the Great War and the fight dealing with the Versailles Treaty was over. The Jazz Age or Roaring Twenties is a better title for the 20s.
