Do all DL discs have different layer break numbers?

Do certain types of Dual Layer discs have there own layer break numbers? Because my burner wont burn them. I use Memorex not verbatim by the way. Never tried Verbatim to be honest. Anyway the disc stops burning around 47 percent, that's the highest percentage it has ever got to. And It's pretty annoying. Thank you all for your help
