Potty training a chiweenie?

I just got a 6 month old chi weenie. I am having a hard time with her going to potty outside since the weather is getting cold. I just need on what to do since she wont go outside and all she wants to do is be held. I do have potty pads and I have even bought the spray to help her smell where to go potty but that hasn't helped either.. All she does is constantly whine.. Just say I have never had a chi weenie before and just needing advice... Thanks
