What is an amazing lip balm that is less than $1.50 and high quality?

I want something that can cure my chapped lips somewhat quickly, moisturize, and last a decent amount of time. Also, I don't want lip balm that feels really waxy or really watery, i want a good medium. I just need the price to be $1.50 or less.
