Did America really need to go to war to stop terrorism, could she have simply tightened her security?

I mean it is almost impossible that Al Qaeda could ever have pulled of another 9/11 anyway. Surely America could of saved alot more lives and money by simply being more vigilant. Obviously it was a simple show of strength anyone who ***** with America gets ****** up 10 fold.
