Couple, in to different states, with twins on the way, on DSS, can they make me still file for child support?

im moving to new york he lives in delaware. were separating because of our living situation until we can both get on out feet. while im in new york i will be applying for state benefits (cash istance, food stamps,etc.) while im there can they make me file for child support even though were engaged?
